Increase 'free of charge' fishing areas for Environment Agency Rod Licence holders and children on Environment Agency / British Waterways controlled waters to at least 50% of all publicly accessible river & canal banks, where private land owner's riparian rights or boat moorings are not infringed or hindered.

The phrase "Free Fishing" is in fact in law a misnomer, there is only free fishing wherein the owner allows fishing by default and does not exercise any public management by way of demanding payment for permits or instill any rules.
All Fisheries are owned by an individual , company. council, etc and details are recorded on the Land Registry if searched.
